replace the salicmgr.dll with the one installed from the program..
Program Files/Bentley/speedikon M 7.6/System/bin

If your bentley isn't a cracked version, you will also need to install the
salicmgr.dll to
Program Files/Bentley/Program/Microstation/mdlsys/asneeded

Install all the .lic files to this folder..
